Senate Bill 450 – State Capital Budget

On Monday, June 15, Governor Mike DeWine signed Senate Bill 450 (SB 450) into law, establishing Ohio’s $3.7 billion state capital budget for the upcoming biennium. This capital improvements budget provides critical funding for long-term infrastructure needs at state-owned facilities and capital assets, as well as key community development initiatives across Ohio. 

From the Columbus Chamber of Commerce’s perspective, SB 450 represents a significant investment in the physical and civic infrastructure that underpins economic growth and quality of life in our region and statewide. 

SB 450 includes: 

• $600 million for the construction and renovation of local school buildings, enhancing educational facilities that help attract and retain families and talent. 
• $500 million for the State Capital Improvements Program (SCIP) administered by the Ohio Public Works Commission, supporting essential local infrastructure such as roads, bridges, water, and sewer systems. 
• Funding to modernize and improve Ohio’s 76 state parks, strengthening the state’s outdoor recreation assets and tourism economy. 
• Support for construction and renovation at more than 50 Ohio historical sites and museums, preserving cultural assets that contribute to community identity and visitor attraction. 
• Over $200 million for community projects in all 88 counties, including improvements to local parks, trails, historical sites, and county fairgrounds. 

The Columbus Chamber of Commerce views these targeted investments as vital to advancing regional competitiveness, supporting workforce attraction, and fostering a high quality of life for businesses, residents, and visitors throughout Central Ohio and the state.
